You can configure terms of use agreements to which users must consent before they can use the LMS. You can configure multiple terms of use agreements and define a target audience for each so that they can be presented to different user cohorts. Multiple terms of use agreements can be targeted at specific users also.
When a terms of use agreement has been published to users, it has a Published status and you can no longer edit or delete it. Until then, it has a Pending status. You can, however, clone a published terms of use agreement to create a new version to supersede the published version.
You can assign language bundles to terms if use agreements so that users can read it in their preferred language.
